Our visiting China Academy of Urban Planning and Design students (CAUPD) gave a presentation today which provided a great background on China's planning process.

Here is a quick background on CAUPD. It is a a research institution under the Ministry of Housing and Urban-Rural Development (MHURD) and a national information center for planning studies. It is qualified as a national top-class service provider in the areas of urban planning, engineering design, engineering consulting, tourism planning, engineering surveying for heritage preservation, water-resource assessment for development projects, and architectural design and system integration for intelligent buildings.
- China has 22% of the world's population, but only 7% of the world's farmland.
- The Urban Planning process is very well established in the central government and more formalized than in the United States.
- CAUPD is responsible for the general planning process in China.
- In China, the central government coordinates most of the planning process, including monetary distribution, land use plans, and project development.
- City and County governments have disputes over where to locate new city centers.
- Urban Planners have to balance the power between the government and the market.
- There are no private property protections in China's constitution, however a new law, passed in 2007 helps establish due process, just compensation, and equal protection.
- Sprawl in large cities is rapidly increasing.
- Since the 1990's urbanization has increased about 1% per year.
- Car adoption is growing rapidly in Beijing.
- Air transportation has increased at double digit percentages over the past decades.
- Urban Design projects comprise about 1 in 4 of all CAUPD projects.
